We read the rules and we ship the equipment.

Two jobs that are usually done by two companies who never speak to each other, which is how awards get lost.

Baseflow was set up in 2022 by people who had spent years on both sides of water work: specifying pumps, treatment and instrumentation, and reading the program rules that decide whether anyone helps pay for them.

The pattern was always the same. A consultant would win an award against one specification, a distributor would deliver against another, and nobody noticed until the administrator asked for the invoices. By then the money was spent and the claim was reduced or refused.

So we do both, on one file. It is a narrower business than being a general distributor and it means we turn work down — if a system is not fundable and the customer only wants the cheapest pump, we are the wrong supplier. What we are good at is the case where the funding is the reason the project happens at all.

What we are not

  • A grant authority. We do not award funds or decide eligibility.
  • The engineer of record. Where a design has to be stamped, it is stamped by someone licensed in your state.
  • A guarantee. No honest adviser can promise an application succeeds.
  • A shop. Nothing here is sold without a specification behind it.

Saying this plainly at the start prevents most of the disappointments this industry runs on.

Evidence before applications. We meter the baseline, specify against the threshold, and say no early when a project will not clear it.

Money actually released. An approved application that pays nothing because the equipment did not match is a failure, and we count it as one.

Measure before you claim

A baseline from meters, not from a spreadsheet estimate. Applications built on guesses are the ones that get questioned and delayed.

One specification, start to finish

The rating on the application is the rating on the purchase order and on the delivery note. No silent substitutions.

Say no early

Some projects are not fundable and some programs are not worth the burden. We say so in week one, not month six.

The plant keeps running

Water systems do not get to stop while they are rebuilt. Staging is part of the specification, not something worked out on site.
